When did they start putting the safety flap on inflatable pool toys?

I recently took delivery of a dino shaped pool toy that was made in 1994 and to my surprise it had no safety flaps in the valves. I have heard of mods that allow you to break off the flap for ease of inflation but it was too clean for that nor could I hear the flap rattle around when I shook the raft around. I thought they were doing it in the 80s but know I’m not sure.

I think they did start in the 80s, but it may not have been required until the 90s.
